Exploring the New Rules and Regulations for Coaching Centres in India: A Guide for Students

Hello and welcome back dear Chaibuddies. A lot of results came out this week. And I hope that you - my dear Chai-buddies, passed your exams with great scores. But, what next? For those of you planning on signing up with any coaching centre to prepare for exams like IELTS, or Banking or SSC or CAT or CLAT or JEE or any other competitive exams, read this blog before you visit any coaching centre for enrolment.

On January 18, 2024, the Central government of India introduced the "Guidelines for Registration and Regulation of Coaching Centers 2024." Coaching centres got a definition as any establishment offering coaching for competitive examinations, study programs, or academic support to students, with a capacity of more than 50 students.

These regulations were released in response to a surge in issues related to unregulated private coaching centres. Many of these centres were found to charge exorbitant fees, putting financial strain on parents and students. Intense pressure of studies and competition led to distressing incidents, including a rise in student suicides. These challenges prompted the government to intervene and establish guidelines to regulate the coaching industry.

So, what exactly do these new rules entail? Let's break it down.

  • Admission Age Limit: No coaching institute in India can admit children below the age of 16.
  • Registration Requirement: Coaching centres must submit registration applications to the local jurisdictional authority, following specified document requirements. If any coaching centre has multiple branches, each branch would be treated as a distinct establishment with it's own registration.
  • Infrastructure Standards: Centres must adhere to minimum infrastructure standards, including adequate space per student (at least one square meter per student in every class), fire safety measures, proper lighting, ventilation, and CCTV surveillance. 
  • Reasonable Fees: Tuition fees must be fair and reasonable, with detailed receipts provided to students. Additionally, coaching centres must display prospectuses containing comprehensive information about courses and facilities. 
  • Class Schedule: Classes should not coincide with school hours, and coaching centres must provide regular breaks to students. Weekly offs for both tutors and students are mandatory. 
  • Exit Policy: Students can withdraw from courses mid-way and receive a pro-rata refund within 10 days. Fee hikes during the course duration are prohibited even for hostel facilities. 
  • Complaint Mechanism: A robust complaint mechanism has been established for students, parents, and employees to file grievances against coaching centres. Authorities are required to resolve complaints within 30 days. 
  • Penalties for Violations: Coaching centres found in breach of regulations will face penalties, ranging from Rs. 25,000 for the first offense to revocation of registration for subsequent violations. 
  • Transparency and Accountability: Coaching centres must maintain updated websites with information about tutors, courses, curriculum, and facilities, avoiding misleading promises and guarantees.

These regulations aim to ensure the ethical and effective operation of coaching centres, prioritizing the well-being and interests of students. By promoting transparency, accountability, and fairness, the government seeks to create a conducive learning environment for students across the country.
